International students have long been a crucial piece of the enrollment pie in American higher education. At a time when colleges are facing a student-population crunch, foreign students continue to be a demographic that campus leaders are eager to at least maintain, if not expand.

Yet the United States, while it continues to be the top destination for foreign students, is not as dominant as it once was. International educators are bracing for what comes next, such as restrictions on postgraduate work for international students and a new federal rule, effective on September 15 of this year, that puts time limits on their study in the United States. As one educator put it, in describing the state of the sector:  “I think everyone can agree we’re in a four-alarm-fire, all-hands-on deck situation — choose your metaphor."
